Winona County is accepting applications for this position until 4:00 p.m. May 13, 2024.
This position will focus on designing, implementing, and maintaining network infrastructures, including LANs, WANs, and WLANs.
This position starts at $37.04/hour (DOQ) with advancement up to $49.04/hour.
Characteristics of Class:
Under the direction of the Information Technology Director, an employee in this class performs and directs activities involving the knowledge of principles and practices of Information Technology (IT). An employee in this class provides technical skills and knowledge in assisting the IT Director in maintaining and upgrading the County’s Computer Local Area Network (LAN), Wide Area Network (WAN) and the OnBase system. An employee in this class provides support to all of the County’s employees on the hardware and software used in the County. An employee in this class is responsible for sharing on-call support.
Examples of Duties:
Any one position may not include all the duties listed, nor do the examples listed in their relative order of importance include all the duties which may be found in positions of this class.
  • Maintain the (LAN), which may include supporting, troubleshooting, and upgrading applicable hardware and software applications.
  • Maintain the System I, which may include supporting, troubleshooting, and upgrading applicable software applications.
  • Setup and install new personal computers on the LAN with access to Servers running Microsoft Server software and IBM Systems.
  • Creates and maintains standard solutions that meet pre-defined requirements by configuring the OnBase system.
  • Creates document management based solutions (establishing document classes and metadata, as well as defining storage locations). Configures input methods responsible for capturing information into the OnBase system (scanning, bulk import processes, COLD/ERM, etc.).
  • Establishes security solutions by working with employees to communicate the security constraints/constructs that are available in the software.
  • Monitors disk space and utilization for storage subsystems, purging audit logs, and working with vendors to upgrade solutions.
  • Maintains the County’s telephone and voice mail systems, which may include writing vectors, adding stations, and enabling business communications in individual departments.
  • Coordinate Help Desk activities as assigned to initiate and facilitate solutions to user problems to include the LAN, WAN, OnBase, System I operating environments, and software and hardware issues.
  • Work with the State of Minnesota on the State’s mandated computer systems; including both hardware and software.
  • Perform on-call duties.
  • Any other duties as assigned.
Required Knowledge, Skills, and Abilities:
Any combination of training and experience providing the following knowledge, skills, and abilities.
For Pre-Employment:
  • Knowledge of Microsoft Office Applications, Microsoft IIS, Database systems such as Microsoft SQL Server or Oracle, Windows Server and Workstation Operating Systems.
  • Knowledge of how to maintain personal computers and a LAN.
  • Ability to follow complex written and oral instructions.
  • Experience installing/configuring peripherals (for example: disks, printers, or data acquisition devices).
  • Must possess a strong understanding of document management concepts.
  • Must possess and maintain a valid Driver’s License.
  • Must pass a personal background investigation.
  • Requires an AA Degree or two year vocational certificate in Computer Science, Computer Technology, Network Administration or related area and at least three years previous experience in the operation and maintenance of computer networks; OR an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
